Fuel consumption overhaul

Description

After testing it appears that most of our vehicles have either much too high or near-zero fuel consumption, I'd suggest checking each vehicle.
The general trend I've noticed from vehicles tested is cars have too high fuel consumption and armoured/aircraft have too little.

dont think this was ever researched within the project, if the consumption is linear it should be easy to calculate, although very tedious.
maybe with macros it would be faster.

The required fuelCapacity value to achieve a specific operation TIME (in seconds) at a specific engine RPM (revolution per minute) can be estimated with:

fuelCapacity = (8E-7 * RPM + 0.001) * TIME

Should be doable with macros
