Should a turned out commander be able to shoot such a gun at all when turned out ?

Ok, setting the ammo animations to "clamp" will at least show both missiles in LOD2. However, if one is gone, LOD2 will still show both.

Agreed... there's just no difference between the LODs :|
Those aren't proxies, though. The proxy is the complete rack with both missiles, and they are hidden according to the ammo count

I dont know if it ever had a proper pass done on it i think someone did a pass on the reg Abrams and the tusk never received any proper changes and testing.

Motor must be running, I think, to lock the Javelin (since it's heat).

Actually, the difference between shift pressed and not pressed is about one third of the maximum speed. The T-72 does run at about 70 km/h on the road with shift pressed
