Nothing we can do about it.
I also think that might be an Eden / Comment issue since we do not have entries in "desert" that forces a dependency.

are you running any other mods? if so, disable them and try again (with another mission that doesn't use other mods than CUP).

Many firefighters, at least where i am, use military issue helmets in slighly modified variants. The base material is often aramid with temp protection coating. In the 90s and early 2000s german fire fightes used modified helmets based on the M92 military issue combat helmets. Since this is not the case around the world, wishlist prio.

Nothing we as CUP can do about this, sadly... I suspect the data compression steam uses to store and transmit mods can't handle sizes like we have. Glad it worked out for you in the end.
As mentioned, steam tends to screw large mods. The safest source for downloads is from our drives/torrents. See our download page on the website for the links.
If i remember correctly there should be a file in the mods main folder.
Make sure that the version you try to upload to your server is fine. I suspect the copy you downloaded and now try to upload is faulty.

CUP ghillie suits are 80s / 90s tech. Thermal cover was not on the plate back then.

Try runing the server without mods on a vanilla mission. Then core + vanilla mission, core + maps + vanilla mission, ect.
This can't be ruled out tho. What does your local log say?
The characters error does not prevent the server to launch. This error is very common even on stable running servers. The failed launch in this case is more likely BI related due troubles since the last update.

Command vehicles do not aquire recon data actively, they collect it from external sources like recon vehicles, radar stations, ect.
IMO, adding sensors to the command vehicles does not fit our scenario.

keep in mind, this PMC vehicle is basically just a retextured arma 3 vehicle. using the acre configs for the vanilla vehicle (if avaliable by acre) should do the trick.

- The error "Addon 'CUP_Afghan_Data' requires addon 'CA_E'" is related to a corrupted download of CUP Core. Only way to fix this is to redownload the CUP Core mod. Steam has a dendency to corrupt large downloads, nothing we can do.

As Alwarren mentioned, most crates are 1:1 A2 copies and often uses legacy CUP/Arma namespace, resulting in sometimes only partially filled crates.

The Mi-24 has at least two radar systems on bord. One i could not identify that is used for radar controllet anti tank missiles, the second one is the DISS-15D dopplerradar for navigation purpose.
There are also active and passive radar sensor systems installed for air-to-ground and air-to-air reconnaissance / target painting.
But for what reason...?
